separate regenerate receipt permission under Transactions
We have staff who should be able to view and send a receipt to donors, but we don't want them to be able to change/generate new receipts.

Refunds and receipting should absolutely have their own sets of permissions with different levels. Someone able to update a sustaining gift should not be able to issue/regenerate receipts or refund transactions
Based on our organization's needs and security restrictions between our departments, this would make our lives so much easier. Thanks for proposing it.
