Modify an existing admin group or create a new one that restricts regenerating receipts only

We have a subset of Admins that use LO for fundraising purposes (i.e., donor retention, driving fundraising, etc). We would like for them to have the ability to regenerate pdf receipts and at the same time restrict the ability to modify (refunding) transactions.
