Add the ability to do bulk receipting in CLO

We had to turn receipting off for one of our regions temporarily. We will soon be ready to turn it back on but while it was turned off, we were still allowing for online donations to be made. It would be useful if there was a way to bulk generate all the receipts for these donations instead of having to generate them one by one.
