Client should available to send consolidated receipt different way instead of sending throuh email campaign

When we send consolidated tax receipt through email campaign, it will be affected by accepting email status. Sending consolidated tax receipt shouldn't be affected by accepting email status. Donor indicated not accept email doesn't mean not accept tax receipt by email
