Ignore accept email box status when send sustaining tax receipt

Current:  if donor request no email, then they cannot receive tax receipt by email. Donor does mean they don't want tax receipt by email, the don't want solicitation or eNews emails

Future: When sending sustain receipt, the process should ignore the box "accept email" status, and box "opt-in status"

    Sorry, some mistakes here:

    It should be:

    if donor request no email, then they cannot receive tax receipt by email. Donor doesn’t mean they don't want tax receipt by email, It looks like they don’t want solicitation or eNews emails.

    Can you update?
