Allow Action Alert targets to update automatically if the legislator representing a district changes

There are a few instances in which one of my clients uses an Action alert to capture petition signatures.  These petitions are often left open for more than a year as the issues are ongoing.  The problem occurs when a legislator retires /leaves office / loses an election and is replaced by a new legislator.  The district hasn't changed, but the alert that is targeting the legislator for that district will not automatically pick up the new legislator information even if it is available in the system.  You have to manually update the alert to select the new target.  Ideally we would like to see the way targeting / advocacy data works to be tied to the district instead of the individual, so that if the district changes representation while an alert is active, we don't have to manually go update the alert to add the new legislator.
