getActionAlert - Restrict Recipients to only those currently active

We actively moderate and update the recipient lists for our Action Alerts depending on responses from recipients and public feedback. Many alerts can have upwards of a dozen Recipients attached to them and at any point those recipients may be set to receive emails, letters, or neither, but those settings change regularly. We may have Joe Bloggs receive emails on an alert this week, not next week, and receive again the week after, and we manage this by manipulating those settings rather than deleting him and having to re-add later. The problem comes when we have a client application that displays to the Action Alert user the names of those people who will be receiving the alert. The response to getActionAlert includes the details of all configured recipients, regardless of whether or not they are currently configured to receive them. What we'd like to see is the getActionAlert call have a parameter that allows us to filter to only those recipients who are flagged to receive a particular type (or list of types) of correspondence (email, letter, etc.), or at worst to exclude those who are not configure to received anything.
