Add ability to automate Teamraiser registration periods.

Turning off registrations for a Teamraiser to only accept gifts is a manual process that could be automated similar to scheduling emails.

    This is a major problem for ADA.  ADA is also looking to be able to define a date and time that that registration should close...ideally it would be possible to set/change that via the EMC and role permissions.
