Allow Ticket Types to be deleted if all purchases have been canceled

In Calendar Events, a ticket type cannot be deleted if it has been purchased. This limitation holds even if all those purchases have been canceled (and the transactions refunded). That means the ticket type will still display on the ticket purchase page. While the type's registration can be closed so that no more purchases are allowed, the visual aspect is still not optimal. This is especially problematic as many of our events are pivoting to 'virtual', and existing ticket types are no longer applicable.
