Provide tracking mechanisms for cancelled or transferred participants

We need to be able to to track participants that drop out of an event or move to another event and have to be reregistered. We have nonrefundable fees that are credited to the event, but do not want these participants to show up in registration reports, etc. In order for the participant to access their Participant Center content, sent emails, etc, We cannot delete them from the system.
