FIx error text in Vote Center for DC resident

In the vote center, users receive error messages when trying to input a Canadian Province in the vote list page:
Error: This ZIP is not in this state.

Users should ALSO see an error message or at least Eleanor Holmes Norton's scorecard

when inputting DC. Right now nothing happens when a DC user tries the form.
