Display server status errors on the Administrator

Display server status errors on the Administrator Home Page, rather than hidden under Luminate Management > Queue Status

I recently discovered we were disconnected from our server while I was browsing through the menus. Everything elsewhere in the system looked functional - only by accident did I stumble across this error message.
