Allow sustainer gifts to be merged

When a gift becomes lapsed, an automated email goes out explaining to the donor how to login and update their lapsed gift. However, many end up creating a new gift, and thus have two sustaining gifts, though one isn't working. This has make our reports unreliable since it appears donors don't stay as sustainers for very long. If we could merge the new gift into the lapsed gift, keeping the updated credit card info, we would be able to market to people based on how many sustaining gifts they have made. Donors would also benefit, as currently they continue to receive lapsed notices even though they have one gift that is working.
