Have the capitol switchboard be fallback number for S93 phone tag

Right now when we send an email to our list asking people to call their reps and use the S93 tag to display phone number, we have to exclude recipients for whom we do not have district info--otherwise nothing appears. it would be nice if the capital switchboard phone could appear instead.
