Notify user when CASE status is closed BUT case not satisifed

Notify the person who submits the case when status has changed to CLOSED BUT case is not resolved or satisfied. IS there a report of all my cases?

    This was a request from Donna Ryan from Seva Foundation.

    Donna, I've passed your feedback onto Support however this Ideas portal is used to track product-only enhancements so I'm going to go ahead and mark as Will Not Implement however that just means it won't be implemented by the Product Team, Support still may be able to make this change.
