add geolocation services to Luminate and Luminate CMS pages

We accept donations from different countries around the world. We would like to be able to push people who make it to our US-based donations page to the correct donation page for their location, in a completely transparent, non-obtrusive way. We realize we can do that client-side using external servers, but that's an extra look-up that can slow down pages; having that process loaded in the system with a cached database for lookups would keep the load time down for the end user. We also realize that we could use HTML5 geolocation, but that would force the 99% of donors who actually are in the correct place to verity that they're in the correct place; we don't want to place that burden on anyone.
