Add search for participants to bulk donation and registration uploads

We would like some sort of mechanism added to the bulk donation and registration upload tool to allow for constituent search and matching. It would be helpful if we were able to choose the fields to match on when initially uploading the file. If there were multiple matches, then the system would provide a mechanism for going through the multiple matches and allowing the user to decide which constituent to apply the data to.
