Allow administrators to associate child event tickets with registration types

Example: our event includes premium and non-premium registrations. Premium registrations are all-access, meaning that users don't have to purchase tickets a la carte for child events, whereas non-premium registrations do. In other words, our event administrator created two ticket types for the same event: a premium version (free) and a non-premium version (with a cost). Ideally, somebody who purchases the premium registration should only see the premium ticket types for child events.

I hope this makes sense. We've worked around it with some custom coding, but it's functionality that has to be rewritten every time we do it, because there's no way to really write generic code to handle this task.
