Enable event page creators to include registration fee shown as fundraising progress

Considering that a registration fee in full, or in part inclusive of the fundraising process for UFE's.  Admins in the Team Raiser -> "Event" -> Edit should have the choice to select whether or not this money paid by the constituent counts towards the overall funds raised. Both teams and individuals should have this option. 

On the back-end, particularly for running reports this needs to be identified and separated from additional personal and external donations raised.
