Retroactively trigger badges (using Task)

Situation 1 - a badge is added after a TR fundraising has started

Situation 2 - a change to a soft credit allows a participant to reach a milestone

Situation 3 - a participant bypasses one milestone by raising more than the next higher milestone requires

In each of these situations, a badge is not shown on the page of a participant that actually deserves it. It would be good if a task could be run periodically to trigger the badge for the participant in each of these situations.
