Allow DON_USE_NAME_MATCH_STRATEGY setting functionality for all LO constituents coming in through all LO modules, including eCommerce, Calendar Events, TeamRaiser Registrations, etc.

Currently, the DON_USE_NAME_MATCH_STRATEGY setting is only available for donations to a TeamRaiser participant and Donation2 campaigns. It is extremely challenging to manage a database of constituents where the logic around how and why records are created new vs. matched to existing is different per module.
