Get rid of "User Provided No Response" in surveys

It would be so helpful if, when users leave a survey question blank, it remains blank when we download the responses. Instead, it automatically fills in with "User Provided No Response". That means that to use the file for an import, we have to manually clean it up and remove all the responses that say "User Provided No Response".
