Add option for donor to pay for the credit card processing fees, essentially allowing 100% of their donation to be applied to the intended charity.

Blackbaud merchant services should complete the accounting of this before the donation is sent to charity.  We should not have to back out payments, request refund of credit card charges etc.

    Definitely needs to be something that is automatically applicable to donation forms. Should not have to pay a consulting fee to get this done.
