Provide ability for a senior administrator to remove/edit/archive reports created by former admins

When staff leave, their reports are left behind to clutter the system. National administrators need the ability to clean up reports for people that are no longer with the organization, after their admin record has been removed.  This permission needs to be separate from other permissions that might be governed by internal audit.  In order words, there may be a person who controls data hygiene that is not allowed to do other very senior tasks around permissions. We need to be able to assign this role without also assigning very high level tasks that may need to be restricted.
