When credit card processing is down (whether BBMS, IATS, or PayFlowPro), show a custom page that clients can alter/control that says credit card processing is temporarily down and clients can list a phone number or alternate URL. This would be a better user experience than the donor trying to make a donation and getting an error message. This is only when the payment processor is having a problem, it's not the custom TD page for when LO is down.
