Allow admins to change constituent on ticket purchases and other transactions besides donations
Because of cookies or improper dupe matching a ticket purchase can sometimes be assigned to the wrong constituent. With donations admins are allowed to "change donor". Would be good to allow to "change constituent" on other transaction types - in particular ticket purchases
