Allow a way for donors to cover processing fees when using PayPal or Vemo

Currently when the Donor Cover Processing fees option is enabled in Blackbaud Secure Checkout, payment options such as PayPal and Venmo are no longer available. Because of this, we cannot enable Donor Cover Processing fees. Many other donation platforms allow for this functionality and hoping Blackbaud can implement the same.
