Allow PC3 to have RTE with ability to change font

Allow PC3 to have RTE with ability to change font color in Participant Center

When we upgraded from PC2 to PC3, participants lost the ability to change font color when sending emails to potential donors. Please add this back in as it was in PC2. Thank you!
