Enable S48 tag to identify if-is-captain on old TeamRaisers with a Closed status

Currently, if a TeamRaiser event is closed, and you use an S48 tag to identify if the constituent was a team captain, you get a blank response. Not sure why it wouldn't identify if they were a team captain in a Closed TeamRaiser. For example, using [[S48:1234:if-is-captain]] returns blank if TeamRaiser 1234 is Closed, but returns TRUE as soon as the event is set to a published status. This would be helpful for supporting returning teams custom API-based solutions.
