Add restricted constituency to custom targets

Currently custom targets do not allow restricted constituency so an alert goes out to a wider population than is wanted or necessary. If a custom target is used for a city council, for example, the alert cannot be restricted only to the people in that city, it goes out to the whole state. Zip Code filter only works if the 4-digit extension is known, making it a laborious task.
