Move the "None" option in the state dropdown box to the top of the list.

For International donors, it would signal right away that they have an option to enter. Otherwise, it's hard to know it exists all the way at the end of the list, which might lead them to assume that they are unable to make a donation.

    We are working on having international forms automatically suited for the country of the donor however until then I think you might be able to get Support to do this for you. If not support than services should be able to do it so you can ask your CSM.
