eCommerce - Add an option for item pickup (no shipping)

In the scenario where an organization is selling event-related items (such as Teamraiser ecommerce), the organization is encouraging all participants to pick up their items at a designed time and place prior to the event. As an alternative, they will ship the items for a cost.

It would be great if the Store config had an option for "Pickup" as a shipping method. Pickup would be free, Shipping would have a cost structure, and Express Shipping would have its own separate cost structure. For Pickup, no shipping address needs to be collected.

As it is, we're utilizing Express Shipping just to mean "Shipping," which is okay but a better user experience would mean that we omit the screen where a shipping address has to be specified.
