Add alert functionality to ticketed events

Add the ability to set up email alerts when tickets are purchased in the events tab. Currently the only way to know if tickets have been purchased is to pull a report, but if an email can be set so that the event coordinator receives the information real-time, the management of the event becomes much easier and much more efficient.
