Update the record removal and record reactivation process. Removal to auto clear Member ID and reactivation to be avalable throught he UI

Reactivation always requires support as well as manually adding individual records to a group because you cant add removed records to a group in mass and removal of member ID makes reactivation easier. Since the LCRM records are deleted after 14 days, losing the member ID should not be problematic.
