Find a way to publish a page in CMS with out injecting javascript files

Google is now giving preferential treatment to sites that use AMP (Accelerated Mobile Pages). AMP required that only 1 JavaScript file be on the page, Google's JavaScript file. This is not possible because CMS is dependent of JS to pull content onto the page.
