Admins can create, but not remove or archive, gift categories. If you change your classification structure, the former values are forever visible and accessible.This leads users to select incorrect gift categories we no longer want them to use. We periodically have to run reports, identify misclassified transactions, send them to admins for correction, and reclassify the revenue in our Financial system. It would be far better if we could just prevent them from using gift categories that should no longer be in use. We actually labeled one "DO NOT USE" and they still use it!
This permission should be restricted to specific users identified in the permissions. It should not be available to all admins.

The ability to ADD and REMOVE is needed. Or change the label on the existing static list.
