Create a report to track participant retention

It is complicated to run reports to track participant retention for events. This puts the onus on the National staff to produce these reports for Chapters and limits the frequency with which Chapter staff can obtain this data.

    I should have further mentioned that we need to be able to create a syndicated Report Writer report that easily shows past participants not yet registered. These go hand in hand.
