Allow "Title" to be optional, not required, in advocacy forms

"Title" should not be required as a field in advocacy forms, especially for forms that target state legislators. California state legislators do not as a rule require (or even have) title on their web forms (e.g. https://lcmspubcontact.lc.ca.gov/PublicLCMS/ContactPopup.php?district=AD19).

This is suppressing participation and eliciting accusations of insensitivity to gender issues by our members. This should be a slam dunk.

    Jason, thanks for the input.  We are looking at ways to make the forms more dynamic based upon the end form requirements. Currently, in order to ensure deliverability across the board we have to require fields that are standards at both the federal and state levels.

    Sara, thanks for your concern. I am referring to state legislators here in California. The link above, for example, links to a form in which the field is not required. Therefore, the field being required for forms that contact California state legislators -- in Sacramento, not Washington, D.C. -- harms Luminate users.

    You do know that it isn't up to Luminate Online what is required, it's has to do with the members of Congress and other officials' forms, right?
