Add 'survey questions' field into the cross-event registrations TeamRaiser report in Report Writer
When running the single event registrations report in Report Writer, the admin is able to select 'survey questions' as one of the fields to capture the answers that participant provides during registration. This is not available in cross-event registrations, which means the only way to capture the answers to the reg questions is to run the report for an individual TeamRaiser one at a time in single event registrations.

I realize this has been here for four years, but encountering the same issue here on my end.
Even if there were a restriction that the report would only come back with the survey questions that matched across all of the events in the reporting that would be more than fine.
