Add an autoresponder for failed ACH (Banking) transactions


The reason why this is necessary is because a donor will receive a confirmation email and a tax receipt for their donation.  Then Luminate will fail the transaction several days later when they find out that the banking transaction has now failed (which is unlike credit card transactions which happen right away).  Because this is handled as a failed transaction, as opposed to a refunded transactions, it will not trigger the refunded transaction autoresponder.  Thus the donor does not know that their transaction has failed and the tax receipt is now void.  Forcing us to contact the donor and let them know this has happened.   Unlike a refunded transaction, where an autoresponder email is sent out.
