Enable e-Cards in the testing portal for online Donation Forms

When a user enters Test Drive in the Online Giving Donation Form editor, they can use the dummy credit card and make a donation that processes completely and sends the autoresponder. However, if this is an Honor/Memorial form with e-Cards, the e-Cards do not send unless the form is published and real donation processed. This makes testing eCards much more time-consuming and inconvenient. The eCard should send in the testing portal just as the autoresponder does.
