Keep the Participant Center Changelog updated, and let admins know when there's a new one

It's out of date and incomplete.

I don't see how I would consider upgrading (and thus spending time on regression testing) if I don't even know what's in it.

Also, it'd be great to know when these upgrades are coming ahead of time. They seem to be missing from LO release notes.

    This request is almost a year old, I just wanted to weigh in and say this isn't even an upgrade request, it should just be standard procedure. Why offer a changelog if it isn't being updated? It's really frustrating to have to blindly update one of the most important pieces of a TeamRaiser without knowing what may have changed or what to test.
