add a test mode for Surveys

Currently, you cannot delete test survey submissions. This will throw off any statistics and means that there is junk data in any CVS download. Provide the ability to submit a survey in test mode, and/or allow for individual responses to be deleted by an admin.

    If nothing else, I'd settle for the ability to delete responses.

    It would be great if it were controllable via a query string parameter too - like df_preview for donation forms. It would need to work from both the native tool but also from the API
