Provide a global UI modal component that can be quickly engaged / disengaged to display information site-wide

It would be useful to have a banner or a lightbox that site admins could quickly turn on or off to display alerts or other critical information across all LO pages. Content within the component would be managed via WYSIWYG, and the component itself should have full styling options so it can be matched to the overall site design.
