The new LO email experience doesn't allow admins to toggle between the drag and drop and HTML editors when drafting emails. This presents a problem because many edits don't take in the drag and drop editor, only when manually added in the HTML. However, once you switch into the HTML editor in the new experience you can not reenable the drag and drop editor. You can only revert to the classic email experience, which throws off the formatting.
