Offer different lapsed settings for annual sustainers

With more organizations acquiring annual sustainers, offer new settings for managing their lapsed donations. For example, if your site settings allow for 3 intervals of failed payment attempts (DON_RECURRING_PLEDGE_MAX_FAILURES) before being switched to canceled, that means annual sustainers could be in a lapsed state for 3 years. It would be helpful if we had the option to shorten this window of time, such as trying for 3 months after the first failing payment.

Similar issues arise for quarterly sustainers.
