have more specific error messages when a card is declined

When constituents get a card declined type notification it would be helpful to them if they knew why. example, if they enter the shipping address instead of the billing address and the card is declined because of the wrong billing address they should know exactly that, "Please check billing address" or something along those lines, not just the generic message you get now.
