Currently, Luminate only allows you to associate one Action Alert per Email Message. 

Yes, you can add links within the email message that point to multiple Action Alerts - but for reporting purposes, having the ability to associate all the Action Alerts within the Email TO the Email Message would be a more accurate reflection on the report.
