allow the ability to target congressional leadership so that all supporters (regardless whether in that particular leader's district)

This would be helpful in targeting elected officials who have broader roles beyond their own constituents (committee leadership, House leaders, etc.) Currently "constituents only" checkbox option is limited to governor, state senator, state representative and federal senator.
