Allow enterprise clients to assign a Do Not Email Group to an entire chapter.  This way any email sent by anyone at the chapter via Quick Mail or Campaigns could have a Do Not Email Group automatically assigned. 

Avoids the problem of asking chapters to do this manually. Allows centralized control of (high priority) Do Not Email Groups.

Currently, Do Not Email groups are only assigned at the Campaign or Message level.
